The Virginia-based firm received the $14.7 million no-bid contract in the spring to apply an untested waterproofing design. The repair plan was designed in part by a general manager at one of Donald Trump's golf clubs and was executed on an accelerated timetable to complete the pool prior to July 4 celebrations for the nation's 250th anniversary.
Technical Failures and Dismissed Charges
According to contractor reports provided to the government, work crews failed to apply sufficient primer to bond the liner layers properly. Furthermore, the design required combining two chemicals in separate layers that proved mutually incompatible; heat generated by the top layer caused the material beneath to blister and separate.
The findings prompted federal prosecutors to begin dropping vandalism charges against several individuals arrested in early July. A court filing confirmed that information provided by the Interior Department demonstrated the damage resulted from installation errors and the rushed timeline rather than deliberate destruction.
The Guardian reportedly quoted Donald Trump (President of the United States, writing on Truth Social) as saying: “As with many jobs, there was also some contractor error done by rushing the job”.
While President Trump acknowledged on social media that shortcuts were taken during the accelerated construction, he maintained that vandalism was responsible for a portion of the damage. Atlantic Industrial Coatings stated it would execute repairs again under the project's warranty terms.
