UK Launches Vaping Excise Duty and Supply Chain Digital Stamp Regime
A new UK excise regime targeting vaping products has officially come into effect, imposing a standard tax rate across all vaping liquids regardless of nicotine content. The Vaping Products Duty applies to all products manufactured in or imported into the UK, set at £2.20 per 10ml of liquid, equivalent to 22p per millilitre or 44p on a standard 2ml pod. Tax liabilities are payable monthly by HMRC-approved manufacturers, importers, and warehousekeepers.
Alongside the tax implementation, HM Revenue and Customs introduced the Vaping Duty Stamps Scheme to combat illicit trade. Products imported or produced must feature physical duty stamps on retail packaging. A transitional period allows non-digital physical stamps through November 2026, before digital stamps offering full supply chain traceability become mandatory on new products from January 2027. Wholesalers and retailers have been granted a grace period until March 31, 2027, to sell existing unstamped stock.
Bmmagazine reportedly quoted Karin Smyth (Minister of State for Health) as saying: “while vaping is less harmful than smoking and can help adult smokers to quit, children and non-smokers should never vape.”.
Parallel tobacco increases and traveler allowances
To prevent the new tax from reducing the relative financial incentive for cigarette smokers to move to alternative nicotine products, the government implemented a simultaneous one-off pro-rata increase on tobacco duties. Rates rose by £2.20 per 100 cigarettes or per 50 grams of tobacco, added on top of the established annual tobacco duty escalator.
Bmmagazine reportedly quoted James Murray (Financial Secretary to the Treasury and Paymaster General) as saying: “Our new measures will help get illicit vapes off high streets across the country. We’re backing all those retailers who play by the rules by making it easier for law enforcement agencies to take action against those who don’t.”.
The UK Treasury projects that the Vaping Products Duty will generate over £550m annually by the 2030-31 financial year..
New personal duty-free limits for international travelers also took effect. Individuals entering Great Britain are permitted to bring up to 50ml of vaping liquid for personal use without paying taxes, with full duties applied to total quantities if that allowance is exceeded. In Northern Ireland, arrivals from non-EU destinations can include vaping supplies within standard monetary duty-free allowances.
- A £2.20 per 10ml flat duty is now levied on all UK vaping liquids, managed by registered importers and manufacturers.
- HMRC is introducing digital duty stamps to enforce product authenticity and eliminate illicit high-street sales.
- Tobacco duty was adjusted upwards in tandem to maintain price differentials between cigarettes and vapes.
